Take a look again, the button for releasing appears once giveaway is marked as problematic on gifts page.

The button only appears before the key is opened, and once it's opened, you can only mark it as working or not working (if not working, the giveaway disappears from the gift page).

Problematic gifts should not disappear from the /gifts page.

Log out didn't help, nor did unloading the page (ctrl + f5)

The keys have been released for all other participants who agreed.
